How do I upload state tax returns?

Upload from where?  Or to where?  Did you go though the state tab and file it?

I need a copy for my daughters college and I cannot print them. I don’t have a state tab and every time I download it’s only federal.

I am not an expert, but have been doing Federal and State returns with TurboTax for years.  When completing the returns one first does Federal and then you are allowed one state free.  Presuming you completed both, when you call up the file when you reopen TurboTax, it will be the file for both Fed and State.  

Go to PRINT returns, select between TAX RETURN ONLY, TAX RETURN W/ KEY WORKSHEETS, ...

I am guessing you want the RETURN ONLY.  Select that.

Before you hit PRINT, go to the list at the left and UN-CHECK Federal return, and scroll down until you find the State Return you completed, make sure it is CHECKED and then push PRINT.

SORRY, that is "go to the list on the RIGHT to uncheck FEDERAL and check STATE.
