Assuming this was a federal overpayment, first, verify that the $275 is on line 36 of your 2021 form 1040.
In 2022 TurboTax (TT), enter at:
Federal Taxes Tab (Personal for H&B version)
Deductions & Credits
-Scroll down to:
--Estimates & other taxes paid
-Other Income taxes
On the next screen, scroll down to:
-2021 Refund applied to 2022 Taxes
-2021 Refund applied to 2022 Federal Taxes
TT should pre-populate that box with the $275 (if you used TT last year). But, it allows you to change it.

Please clarify your question.
Is this for state or federal?
