When you have lived in two locations during the year, you will file two part-year returns.
On each return, you will allocate the income between the two states based on where you lived when it was earned. Unless you lived in OR and continued to work in NY, there would be no need for a credit for taxes paid to another state. Each state will only tax the income earned while you lived in that state.
