Ok ... I assume you are trying to file a return to get the stimulus check ... so you can either wait until the IRS starts answering the phone so you can get an IP PIN OR give up and mail in a paper 2019 return OR just wait to file a 2020 return next year. Just make sure the IRS has your current address by mailing in an IRS form 8822 so you get the IP PIN mailed to you next January.
