I was wondering when will the IRS start sending out the 8379 taxt returns for those that filed on february 9 2020 ive called all the numbers that the IRS have but do to the virus no one answers the phone

only the IRS can answer your question. its phone lines are currently closed and no announcement  has been made as to when they'll reopen.
