The IRS has long stopped issuing round 1 and round 2 stimulus checks. Any amount you might be due would be claimed as a rebate on your 2020 tax return. It is included in your refund, and listed on line 30 of form 1040, it will not be paid separately.
The round 3 payment is issued separately by the IRS. I have no idea why they might not pay it based on your 2019 tax return. The IRS has indicated that they will continue to process round 3 payments as 2020 tax returns roll in and are processed, and that will be separate from your refund.
