Four of us are file on TurboTax Deluxe. Three were billed $21.60 and one was billed $27.00, why?

Are you using the Desktop program? I assume you are asking about the state efile fee? Yes there was a price increase on March 1. The early prices expired $20 and went up to $25 plus sales tax.
