i filed a return where dependent was claimed by spouse in error and they filed an amendment. I refiled after the amendment and was rejected again. Should I file paper return?

Yes, mail your return. Once you are blocked from e-filing due to someone else's mistake, you have to file by mail. Even if the other person corrects their mistake, it won't clear the e-file block for this season (that's just how it works).
