Same here, federal only goes through, AZ state hangs up. Tried windows and turbo updates, even manual update on turbo. No luck.
I don't think the genius who found the federal workaround is from California, but you have earned my respect and thanks, AZLion. If they're filing in AZ, this may be a more widespread problem than just CA.
Currently on the phone with support and she said they have several people call in with the same issue. She is chatting with engineering team so hopefully it gets resolved soon.
Same as others: TT Premier Fed e-file worked. CA state e-file (after paying $25 of course) fails with FAILED_VALIDATION. On Windows 11. Tried uninstalling and reinstalling TT but that made no difference. Hoping to see post here of a fix being released soon and/or getting the $25 fee refunded.
Spent nearly 4 hours on the phone with Support for this very issue - tried everything they suggested, then they put me on hold and disconnect ... very frustrating. Cannot e-file for CA...
Thankfully I didn't need to spend as much time as others here on the phone (about 30min) as the friendly rep (Crystal) had just got off a 2 hour call with the other person with the same problem. She was able to link my case to theirs and they are working on a solution. I'll post back here if get any updates but it seems like a wide spread issue that will hopefully get attention of the software development team soon.
Update: Of course as soon as I finished typing that last reply I hit the efile button again and low and behold it actually went through. So, maybe just keep trying or they fixed something just now on the backend. Good luck everyone!
Walking through the CA state forms again step by step made it go through. CSA thinks everything had to update/refresh after a reinstall.
So, we got both state and federal filed after 4.5 hours.
I had the same issue. I called and a turbo tax specialist had me go to my computer's task manager and close the turbo tax app and then restart. worked perfectly after that. even though I thought I had closed turbo tax previously, it seems doing it through task manager works better.

i tried the "checking for updates" option. my software was up to date. I performed a manual update.
Still got Failed_Validation error.
I reset my PC network interface (Windows 11), once the PC had rebooted i launched Turbo Tax.
i reviewed the screen that gathers your drivers license information and noticed the "Today's date" was incorrect. i corrected it and after all that the tax data was successfully transmitted.
CA just (finally) went through. They must have resolved the issue....
Problem was apparently on the Intuit server side, not in the TT desktop software. It is now fixed, and CA e-file is working. Yay!
Everyone, after doing the manual update I went through the CA forms again and confirmed everything. Transmitted just fine afterward. Hope that helps.
It works now. Seems like the server side had an issue since I didn't do anything.
AZ state went through, did nothing on my end since last failure either
