This is extremely annoying, but it worked for me eventually:
1. made Windows update to date and restarted laptop
2. uninstalled and reinstalled Turbo tax, did the manual update for Federal, New York and New Jersey, and restarted laptop
3. still did not work, turned off laptop
4. turned on laptop the next day, and it magically worked
It took me 4 hours in total to get it work. Turbo tax needs to do a much better to fix bug like this.

justTaxes - There is no such option "Advanced Options" in TurboTax Premier 2024 (desktop PC edition). The menu selections within "Online" are: "Check for Updates", "TurboTax Web Site", "View Installed Updates", "Updater Preferences", and "ScreenShare Code". And under "Updater Preferences" there are no options for enabling optional updates.
I do not see what you described. Can you please be more specific on how to find the Advanced Options you mentioned?

OMG! Thank you JLtoday and justTaxes! You solved it!
I only had 2 Windows 11 updates that hadn't been installed. They were optional and were driver updates (Intel - net and Intel Corporation - Bluetooth).
Once I installed the 2 driver updates I went back into TurboTax and tried to e-File my Federal return and state return. They both finally went through!
The TurboTax phone support representative I talked to last week couldn't figure out how to solve this issue even after 66 minutes on the phone. JLtoday / justTaxesguys, you guys rock!
I was having the same issue today while filing federal and state (Maryland). I had taked extension and tried to file today. I was with the TT support for more than 2 hours and she asked me to install the most updated Windows 11 patch and any other optional update via setting >windows update. I installed them but it still did not work and got the Failed Validation during transmission
Then she asked me to remove MS visual C++ 2015 from the installed apps, and I had two of those that I uninstalled. Then she asked me to uninstall TT2024 from the installed apps and I did that too,
During reinstall, it also installed MS visual C++ 2022 and installed the TT 2024. After re-install it did update the state again. I checked again for any update and there was none,
I opened the saved tax file and tried to file both the returns again and it worked!!
