I paid $60 for federal tax return and $100 for 2 states return. I would like to file my federal return by mail but e-file my NY and MD returns. However, after I chose file by mail option for my federal tax return at last step, it didn't allow me to e-file my state tax returns.

You can't E-file the state returns if you don't E-file the federal return.
Please see the following TurboTax FAQ information: Although state returns can be e-filed with your federal return (or after your federal return has already been accepted), it's no longer possible to e-file state returns before the federal.
If you e-filed your federal return as Married Filing Jointly, but want to file your state returns as Married Filing Separately, only one state return can be e-filed. The other will have to be paper-filed.
Federal returns are not affected by this security measure and can be e-filed with or without a state.
