I filed my 2018 taxes back in February, they were excepted and I received refunds from the IRS and my state. About a week later my employer notified me that my W2 was incorrect, they failed to enter a value in box 12d W, and the value of box 12a C was incorrect. I finally received the W2-C form yesterday.
Today I went into Turbo Tax to amend my return with the corrected information. Following the instructions as I understood them, I edited my original W2 information in Turbo Tax, the two items I mentioned above. Turbo Tax said I neither owed or was due a refund for federal, the value in that box was 0 the entire time. However it does say that I owe my state. After going through all the screens, I got to one that says, nothing is changed are you sure you need to file an amended return?
If nothing is changed why is there an amount due to the state?

I found the answer to my question. The missing value on my original W2 was for box 12D W. This is not taxable by the Feds, which is why there was no change for that return. However it is taxable for the state of California. And that is the reason I have an amount owed for my amended return.
