My 17year old son is a High School student and lived with me throughout the year in California.
He had an income of $1400 for which he received a W2 with no tax deduction.
Does he need to file a tax return? And can I claim him as a dependent on my tax return (and get tax credit) since I took care of all his expenses?

Yes, since your son is still a full time student supported by you, you are still eligible to claim him on your tax return.
WIth $1400 of income only, he is not required to file a tax return. If there is any state withholding (Box 17) then it may benefit him to file for a refund, but sometimes it's such a small amount it's not worthwhile.
