What is going on with the import of Chase Consolidated 1099s? First, they were going to be available on 2/17. On 2/17, it changed to 2/20. On 2/20, it changed to 2/24. Now on 2/24, it has changed to 2/26. They have been available on the Chase site since 2/17. What seems to be the problem?

Have you asked Chase... these dates and issues are usually on the bank/brokerage side. Availability of 1099 PDFs usually comes before the bank makes the data available for import, they are separate processes/formats.
I have noticed the same issue. Not sure what's going on. The documents are available online at Chase's website.
Chase is not responding :(
