Can't efile tax returns for the Califorinian deadline of Nov 16th? Why?

Most of California received a tax extension until Nov 16th for both the state and federal taxes; however, I can e-file my returns even though it states that efiling is open until Nov 18th?  I feel like I wasted my money if I can't file electronically.  Why is e-filing not available?
