Yes. Send return timely even if you can't pay in full with the return. But first, go to IRS website and look up "installment payment plans." The plans must be arranged online. This should be done before you file the return.

I am suddenly being hit with an estimated quarterly tax underpayment penalty. Neither of us are self-employed and have never filed quarterly taxes ever.
