No.  A state return cannot be e-filed until the Federal is accepted by the IRS.

My federal is accepted, but I did not file them through turbo tax. Can I only file my state on Turbo Tax?

No.   Fed must be filed with TurboTax to file state.     You should do your state with the same service that filed Federal.

you do have the option of printing it and mailing.  if you do follow all instructions. but the return will take longer to process than an e-filed return.

You still must prepare a Federal return in TurboTax exactly as filed since most of the state information comes from the Federal return.  It is not possible to prepare s state return without first doing the Federal.
