BOX 14A AND 14B

My wife's w-2 has both two amounts in box 14 (NY-SDI and NY-FLI) amounts on her w-2.  However, when looking at taxes paid, only the NY-SDI amount is flowing into the total taxes paid.  BUT...when i look at the w-2 summary, i see the amount for NY-FLI entered into line 14b.  Where is NY-FLI going on the actual return?
