You still need to pay. It is worst not filing as the damage is greater.
Just file without payment. You will get a reply from both IRS and State. At that point you can call them and set up a payment plan. They provide (1yr- 2yrs - 3yrs etc.) You can fix something with them. Make sure you connect with both the IRS and you the state (unless you state doesn't have a state return like Florida).
To avoid these issues, when you work, set aside or send in estimate payments to the IRS and state so that there is noney there for your return. If you over estimated, they will refund you back.
