$24.99 charge for e filing Nebraska 2019 tax return?

I am using only one state - Nebraska.    I am to receive one state per my TurboTax Premiere purchase.     I need an explanation for this charge of $24.99 to e file my Nebraska 2019 tax return.

The 24.99 is for filing of the taxes electronically.  If you print and mail there will be no charge.  When you purchased  Turbo tax, the purchase price includes doing/processing  the return taxes for one state and federal .  Sending taxes to the FED is free if    electronic, States are fee is mailing put electronic filling there is a charge.
