Hello, I did the Work and Travel Program on Dec. 2019 - Mar. 2020, but I only did the 2020 Tax Return. It is necessary to do 2019 Tax Return if, according to my W-2 form, corresponds to me: $0.86. Will I have a penalty for not doing 2019 Tax Return?

If that's your only 2019 income, then, no.  You wouldn't be required to file a 2019 return.
