1099-R problem

I'm trying to finalize my return but issue with 1099-R box 14 and 16 are the issue.  The 1099-R has a figure in box 14 (State tax withheld) but blank in box 16 (state distribution).  Turbotax won't let me finish until resolved.  Message says box 14 can't exceed box 16.  Is box 16 the same as box 1?  how to resolve???  help.   Thank you

Yes. Box 1 and box 16 are normally the same.
