Hi, This is my situation. My 1099-NEC box 5 and 7 are blank, box 6 has FL. Does this mean the income source is FL for state income tax purposes? I understand I can get rid of TT error message by not entering anything in these boxes.

Yes, it means the source is FL - but Florida doesn't have income tax, so entering it will just confuse the program. You are correct to leave those all those boxes blank. @1597980
This solution didn't work for me. After putting in the Payer TIN without a hyphen it is still saying I need to enter an amount in for 4. I tried putting in zero even though you're not supposed to, but even then entry still say "needs review"
Boxes 5, 6, and 7 on Form 1099-NEC (both the version released in December 2025 and the draft version for 2026) are related fields regarding the state and need to be entered consistently or not at all.
Box 4 shows the Federal income tax withholding. If there was no Federal withholding shown on the form, leave it blank.
Please clarify your issue if different.

Whether I use a "0" for box 4, or leave the box blank the issue remains. Likewise, whether I leave box 6 blank or put in the Payers TIN without a hyphen, the issue remains.
Is there an amount in box 5? @watusi If not, leave 4-7 all blank. Box 4 can be left blank - it is usually blank, so no entry is required. If you are getting an error, it is probably due to entries in boxes 5-7.
I followed all of these steps clearing the browser cache and cookies, closing Turbotax, restarting the computer and logging back in to the program, but the problem persists. I have many 1099-NECs. They almost all look the same meaning box 1 and 7 have the same amount in them and boxes 2-5 are blank. In almost all cases box 6 only lists the state and in one case lists the state and a payer's state no. (which is different from the Payer's TIN). I successfully input these same Payer 1099-NEC forms with the same information last year with no problems. The only difference this year is the amount of earnings. The entries continue to state that they "Need Review" for boxes 5 and 6 for the State Number (the one where I have a State Number want me to fill in box 5. I've also tried putting in "0" for box 5 and the Payer's TIN without the hyphen in box 7 and the problem persists. How do I move forward?
None of my 1099-NEC forms have an amount in box 5. Some are blank in boxes 5-7. Most have a state but no payer state no. in box 6 and those that didn't leave box 7 blank have the same number as in box 1. It seems that I can't move past boxes 5 and 6 for the state payer number regardless of any suggestions made so far.
Yes, you can move forward to complete your return without any entry. If you have no errors, there is not a need for concern on the State ID number, or other state information. It's quite common for no state information to appear on a 1099-NEC or 1099-MISC.
To remove any error, Simply enter the federal EIN without any dashes and it will allow you to proceed without error. As a rule the IRS does not keep any state information in our tax files.
