I received a 1099-INT from the IRS. How do I find out what it was for? That is, not the interest itself, but what generated the taxable interest.

Probably interest paid on a refund that they delayed payment on.
Did the IRS give you interest on your 2020 tax refund? It gave me a few dollars of some, even though my refund wasn't delayed.
Not sure. Is there a way to find out? But, are you saying that if they gave me interest on the refund they are now considering that interest that they paid me taxable income?
It would be for a refund you have already received. Yes, it is taxable. Don’t stress about it. Just report it.
