I ordered a Tesla model Y on September 27th and entered a binding agreement and have made a payment. Mad vehicle is delivered on Nov 15th. Since I ordered the vehicle and made payment before September 30th I should qualify for the tax credit according to Tesla and IRS website. I received a form from CP99A on December 15th from IRS stating that I should file 8936 Schedule A while filing taxes. When I enter this information into turbotax saying that order date is September 27th and placed in service date as Nov 15th, turbotax is saying that I am not eligible for tax credit (which clearly is not correct). How do I address this discrepancy. Thank you for your help.

Remove the Nov 15th date from the Placed in Service box. You can leave that box blank, and as long as the purchase date is on or before 09/30, the denial screen will not show up. You will see the credit applied on Schedule 3 of Form 1040.
