Purchasing TurboTax Deluxe

Why when I opt to purchase TurboTax Deluxe is it forcing me to pay $49 for State in addition to the $59 fee? Is there a way to opt-out of state? I need to get my Economic Impact Payment which is the only reason I would pay for Deluxe.

I don't wish to delete my state return or filing. I just don't want to pay for the State Deluxe for TurboTax Deluxe. When I opted for Deluxe it said it would be a $59 fee but now it is wanting to charge me $49 for a $108 total. Is this required? How do I only pay the $59 in order to receive my economic impact payment?
