On my return, Line 24 total tax and line 33 total payments are the same, but the program does the subtraction and taxes due is $10. How can this be corrected?

Check line 38 for a penalty.
Even if you are getting a refund you can still owe a penalty for not paying in evenly during the year. Generally, most taxpayers will avoid this penalty if they owe less than $1,000 in tax after subtracting their withholdings and credits, or if they paid at least 90% of the tax for the current year, or 100% of the tax shown on the return for the prior year, whichever is smaller. It is included in your tax due or reduces your refund.
You might be able to eliminate it or at least reduce it by filling out Form 2210.
No, the estimated tax was paid in evenly in the 4 quarterly installments. This is not penalty or interest.
If I put in 4th quarter installment as $3 less than what is entered, it shows a tax liablility of $3, not the $10 it now shows. It makes no sense that a smaller 4th quarter ES payment would result in a smaller tax due, it should increase the tax due.
