I am full-time student and did not owe any federal income tax but I owe ny state income tax...Is this correct?

Possibly.  The standard deduction for federal taxes if you are claimed as a dependent is your earned income plus $350 up to $12,000.  In NYS if you are a dependent it is $3,100.

If not claimed as a dependent, the federal standard deduction is $12,000 and the NY standard deduction is $8,000.  

This means that it is possible to have taxable income in New York but not for the federal taxes.
