How can i set up a payment plan?

Contrary to what Intuit is telling people, you CANNOT request an IRS Payment Plan at the time you file your taxes using TurboTax. What actually happens is that you end up defaulting on your tax debt, because you trusted Intuit to file form 9465 on your behalf, but they don't. 

If you owe the IRS, DO NOT file your tax return using TurboTax.
