If you owed taxes in 2018, TurboTax will ask you a few questions about your 2019 income and prepare the Estimated Tax Quarterly Payment vouchers for you.

If you’re at risk for an underpayment penalty next year, we'll automatically calculate quarterly estimated tax payments and prepare vouchers (Form 1040-ES) for you to print. Mail your payment along with the corresponding 1040-ES voucher to the IRS address listed on the voucher. Quarterly payment due dates are printed on each voucher.

You also have the option at the time you file your return to apply some or all of your refund amount to your estimated tax payments for the coming tax year.

When i was filing my 2019 taxes, it prompted me to set up quarterly estimate withdrawals, however i already get fed taxes taken out of my paycheck every 2 weeks. Can someone help with how to fix this?

There is no requirement that you have to pay estimated taxes to the IRS. The Form 1040-ES that were created are for your use only to use or not use at your discretion. The IRS is not notified if you have created estimated tax forms.
