There are lots of kinds of income that need to be reported other than employment earnings. TurboTaxCathi mentioned unemployment insurance. But others include gambling, investment earnings, withdrawals from an IRA or 401k, pension payments, rental income. So..lots of unemployed people have to file a tax return.
