How do I make partial payments?

If I cannot pay all of the tax at this time, should I request an extension and pay much (90% required?) of my total due, or should I request an installment plan (I don't think I meet all listed requirements), or is there another option?

I have both partially taxable and fully taxable non-IRA distributions that are entered on Form 1040, Line 5. How do I make an adjustment to Line 5a amounts to comply with the IRS instruction that fully-taxable amounts should be omitted from Line 5a?
