I am a PhD student who has recieved a fellowship stipend for room and board (i.e., the stipend does not go towards tuition and books,and in my understanding should be reported using a 1040, not a 1098). However, I can not find where to report this (as well as the quarterly taxes I have already been paying) in TurboTax. I am currently following older advice for those in my situation to go under uncommon income > misc income > Other income not reported on a W2 > Earned income not reported on a W-2 or 1099. When using this method, the software requires filing an SS8, which, to my understanding, is also not the correct form, as there was no error with me not receiving a W2. Therefore, I am looking for direction on where I should be finding the 1040 within TurboTax. Thank you!!

Form 1040 is the "whole thing" that TurboTax is preparing, which includes your non-employee compensation for the year, and any other items of includable income and expense. You don't have to worry about that form being populated, because it is the federal tax default for all individuals.
How was your education stipend reported to you (from the university) for your year-end tax reporting purposes? Have you, or will, you receive a 1098-T? That will clarify how to enter the data into the interview screens. If the form is not available yet, you may have to reach out to your university's bursar office for further clarification.
I have received a 1098-T for an amount less than 100 dollars, but otherwise have not and will not receive additional forms from my institution. Is there a best way to proceed?
It depends. If the $100 is showing in Box 1, you wouldn't need to report it. You may wish to report it to claim the small educational credit that it might generate.
If the amount is reported in Box 5, you need to report it because this represents income to you. To report.
