My Grandmother passed away in February 2022. We have done her taxes for the last 6 years with Turbo Tax and because she is now deceased it is asking who is the "Personal Representative for deceased taxpayer" There is no executor of her estate as she does not have anything and she does not have a will. Her son and daughter transferred everything to them prior to her death including bank accounts etc What do I need to put in this Box to be able to submit the taxes? Do we need an executor just for a $19 refund she is getting?

No, but Form 1310 needs to be filed by the personal representative in order to get a refund.

A personal representative of an estate is an executor, administrator, or anyone who is in charge of the decedent's property.

No, you may sign as the "Personal Representative" and you will have to file Form 1310 to receive the $19 refund.
