I submitted my returns yesterday, April 13, and IRS quickly accepted. However, IL and NY returns are still pending. Am I safe as far as deadline even if the status of the states' filing remains pending until after April 15?

Yes, you have met the filing deadline even though the state returns are pending.
If they happen to come back as 'rejected' there is still a small grace period to fix the rejection without being considered to be filed late.

Thank you for your response. I am considering filing for extension today or tomorrow, just to be on the safe side. Do you think it’s a good idea or will it do more harm?

It wouldn't do any harm if you file an extension since your return was rejected if you have a balance due. If you are getting a refund, the is no need to file an extension.
Extensions only give you more time to file. If you have a balance due, then you should make a payment with your extension.
