Payment for filing state tax forms

I submitted three tax forms for Federal and State.  I got charged $25 for each State form I submitted.  I thought I when I purchased the software at least one State form submitted was included in the software purchase.

You misunderstood.   You got the software for preparing returns for one specific state.   There is a $25 state e-file fee each time you e-file a state return.  You can avoid the state e-file fee if you print and mail the state returns instead.
