Why does this program refuse every year to accept credit card payment - forcing me to pay them an additional $45 to take the funds from my federal return????

There is a payment stop on your account. You need to contact TurboTax support during the hours that the billing department works and have them contact the billing department to fix your account.
They are located in mountain time so need to call during those hours. They are open Monday through Friday from 9:00 AM - 4:00 PM Mountain time.
