Only option I have is e file but I can't switch to file by paper, HELP

Not sure what you mean by "can't switch"  to file by mail---why not?

In the Review section it goes straight to choose a payment method and will not let me change from e file to print and mail. Do I have to pay first?

Have you paid the fees?   You have to pay to print it out.

Be sure to attach copies of your W2s and any 1099s that have withholding on them.  You have to mail federal and state in separate envelopes because they go to different places.  Get a tracking number from the post office when you mail them for proof of filing.

Did you select the option to have your TurboTax fees taken out of your federal tax refund? You can't do that if you are paper filing.
