Paid State Return eFile Fee But Not Recognized When Filing

I have paid the required fee for eFiling a state return and have a receipt for the payment, but when I try to complete the filing I am prompted to pay the fee again. In addition, I get the "something went wrong" message, which suggests that I "take a break" and check back in an hour, even for the federal return. I am contemplating mailing the returns, but I don't know how/if I will be reimbursed for the state eFile fee.
