I was a victim of Identity Theft and have already filed form 14039 last November. How can I omit this on my return? IRS has already responded with a reference number which I put on my remarks for Identity Theft explanation. Or at least edit to say that I already sent this form to IRS.
This keeps looping back to confirming my contact phone number too on the Identity Theft contact phone number.

If the IRS has accepted your identity theft affidavit and issued an IP-PIN, you are in the program for life, you can't opt out. Every year, you will receive a new IP-PIN from the IRS and must include it on your tax return.
In Turbotax, go to the tab for "Other tax situations" and one of the choices is for IP-PIN, that the easiest place to enter it. It can also be entered during the last File step but it is easy to miss.
If the IRS is only at the stage of "processing" or "reviewing" your affidavit, I don't know if you can opt out. You will need to call the IRS and get a human on the phone, that's not easy as only about 20% of phone calls actually get answered. You might be able to go to an IRS service center near you to speak to a human, they are appointment only right now, https://www.irs.gov/help/contact-your-local-irs-office
Thanks. I have also provided the IP PIN on my return. I was able to speak to a live person in IRS and the lady was able to help me get my IP PIN. She also confirmed that there are no notes or anything that indicates my taxes have been compromised.
My Turbotax return asks if I am victim of Identity Theft to which I replied YES and NONE to the question whether I couldn't file the Affidavit or if a conservator has filed it for me. Should I check the latter even if I was the one who completed the Affidavit myself?
What are the chances IRS will see that an Identity Theft Affidavit has already been filed on my behalf? Or are you saying that I should file it again with my return? Won't that make it repetitive?

I'm not quite clear on your question. If you already submitted a 14039, you don't need to submit a new one unless you have been a victim of a new separate incident. If you answered "yes" because you were thinking of the old report you already filed, I would change the answer to "no" and delete the form, there is no reason to submit a report again if it is not a new separate incident. You can delete the form you created by going to the Tools menu and looking for "remove a form."
