On the state return (Ohio)Turbo Tax is pre-filling an amount under Excess Health Care Expenses that I can't reconcile. What do I do?

Most likely nothing.  TurboTax conforms to Ohio guidelines in populating this data. 

Without knowing what's on your return, we can't tell you exactly what's happening.  However, see Ohio's Income - Medical and Health Care Expenses page.  There, you'll find instructions and worksheets that should give you an idea of what the program is doing.
