Feb. 13, 2020...just went thru a fiasco trying to solve the NY PFL....THERE WAS A DROPDOWN ....only the first 2 choices are visible ...USE the DROPDOWN......good luck

Box 14 is informational only and does not need to be entered, usually.

If you want to add the NYPFL, use the "Other Mandatory Deductible State or Local Tax" choice.

It is included in your wages.
It is also a deductible state tax paid.
You earned that amount and it is included in Box 1 of your W-2. It is subject to Federal Income tax and FICA.
You paid the amount through your employer and it is a tax. You can claim the amount as tax paid on your Schedule A if you itemize.
Bsch4477, the OP asked how to handle "NYPSL-E", but your reply mentions "NYPFL-E" which wasn't the question. Are they the same, however? I too have "NYPSL-E". I presume this is "Paid Sick Leave", but I wonder what drop down to use it TurboTax for it since it's different from the two replies you gave for Paid Family Leave and State Disability? TIA!
