On injured spouse form, 8379, line 17 credits ... is it correct for me to use the total of lines 13b and 18e from my 1040 (not including the EITC)?

Only if 18e does not include the Earned Income Credit which would be on line 18a.

So yes, 13b and also 18b, 18c and 18d.
