OK, I figured it out, it is the Blue Cross insurance number, but you CANNOT enter it with the letters in front of the numbers. I just kept messing around with it, and it worked. Might be easier if TT would mention that Blue cross is the kind of insurance that most retirees have, or Kaiser, or just make a list of the names.

In the federal return you do not need a "health insurance worksheet federal number."
