OH non-resident with no county listed

I am trying to e-file and am getting the error for my address. I am a non-resident and it states to choose Franklin as the county. It will not let me update this and I do not want to print and mail the form.

According to the Ohio tax instruction booklet, "County" in the address section is only to be filled if the taxpayer has an Ohio address.

Non-residents are to use 9999 for their Ohio School District code.

In using the desktop Turbo Tax version it automatically list FRAN as my county although I was a non-resident. How can this be fixed? What is FRAN county? It never even gave me a choice to choose a county.
