A 2022 NYS Homeowner Tax Rebate was issued on 1/31/2023. Is this to be reported for 2022 or 2023 tax year?

In general, all taxpayers are on a cash basis in that they report income when it is received.
This would not be reportable income for you unless you have itemized deductions and have taken a property tax deduction for the property to which this rebate if for. In that case it would be reported on your 2022 Federal Tax Return.
