TTax says NYC 4S must be printed and mailed.
NYC website says, " The following forms must be filed electronically: ...., NYC-4S, NYC-4SEZ,
https://www.nyc.gov/site/finance/business/tax-professionals-business-tax-e-file.page
Additionally, NYC website also says: "The electronic filing program that New York City participates in (known as Modernized e-File or MeF), is hosted by the IRS. All participating jurisdictions, including NYC, obtain their returns through the IRS-maintained MeF gateway."
Has anyone had experience with this conflicting information? Since it's NYC that assesses penalties, I'm inclined to consider NYC Dept Finance as source-of-truth on e-filing.
