I wish to clear and start over but says that I can’t. I did not require costly help, but in order to continue I had to accept upgrade..there was no option to decline

Note: In TurboTax Online,the clear and start over feature is only available if you haven't submitted payment, deducted the TurboTax fee from your refund, or registered.

In this case you probably registered your TurboTax account and this is why you cannot clear and start over. Please keep in mind that not all filers will qualify for the free edition of TurboTax.  Some of the situations that are now in TurboTax Deluxe and TurboTax Live Deluxe, instead of in Free Edition, include:

  • Student loan interest deduction
  • Retirement savings contribution credit
  • Education credits
  • Child & dependent care credit
For a full list of situations covered in each program, please go to https://turbotax.intuit.com/personal-taxes/online/free-edition.jsp and scroll down a little bit to where you see the word "tax forms". If you click there you will see all of the forms included for each program. 

*Even though you have registered, you are not obligated to use TurboTax. You are free to file anywhere you would like as long as you have not yet efiled your returns.
