CAN I HAVE THE FEE FOR TURBOTAX  TAKEN OUT OF MY STATE TAX RETURN

Not out of state, only federal.

You can have your prep fees deducted from your federal refund for an additional convenience fee of $35-$40 (price varies during the season).  This is only available in turbotax online, which is closed for now. If you need to file a late 2015 tax return, the only way is to purchase turbotax for 2015 and install it on your own computer.  For 2016, turbotax online will open sometime in December and be ready to file returns some time in January.

You can never pay turbotax fees from a state refund, it just doesn't work that way.
