Many states require you to e-file your state return, so I believe that is why you don't see an option to mail it in. If you could mention which state you are filing for we can help you further.

The option to file your tax returns by mail is available for 2019 tax returns.
This link to the TurboTax help page How do I print and mail my return in TurboTax Online? has directions on how to file your tax return by mail.
